How to connect an AI agent to WhatsApp for customer support: what you need from Meta, the setup steps, the 24-hour rule, costs, and how to hand off to a human.

To connect an AI agent to WhatsApp, you need a WhatsApp Business Platform account from Meta, a phone number registered on it, and an AI platform that supports WhatsApp. In Elk, you open your agent's Integrate tab, click WhatsApp → Connect Number, sign in with Meta, and pick the number. The agent then answers incoming messages using the same knowledge as your website chat.
The connection itself takes a few minutes. The parts that need more thought are Meta's account requirements, the 24-hour messaging rule, and what happens when the AI can't help. This guide covers all three.

Why WhatsApp is worth automating
For many businesses, WhatsApp is where customers already message you, especially outside the US. The questions tend to be short and repeated: "Are you open today?", "Where's my order?", "Do you have this in size M?", "How do I book?". That's the kind of traffic an AI agent trained on your content handles well. It frees your team for conversations that need a person.
What you need before you start
- A Meta business account (Meta Business Suite / Business Manager)
- A WhatsApp Business Account (WABA) on the WhatsApp Business Platform
- A phone number registered and verified on the platform. It can be a new number. Numbers already in use on the WhatsApp or WhatsApp Business app usually have to be migrated first. See Meta's Cloud API docs.
- An AI agent trained on your content. If you haven't built one, follow how to train an AI chatbot on your website content first.
Step 1: Prepare your agent for WhatsApp
WhatsApp conversations are different from website chat. People type quickly on their phones and expect short replies. Before connecting, add a WhatsApp section to your system prompt (Playground → AI):
When replying on WhatsApp:
- Keep replies under 3 short sentences.
- Do not use tables or long lists. Use plain text, line breaks are fine.
- Put the one most important link at the end, not several.
- If the customer needs a person, say a team member will follow up
and create a ticket.Test a few phone-style questions in the Playground. They're short, often lack context, and sometimes have typos.
Step 2: Connect your WhatsApp number in Elk
- Open your agent and go to Integrate → WhatsApp.
- Click Connect Number.
- Sign in with Facebook and grant access to your business and WhatsApp Business Account when Meta asks.
- Elk finds the WhatsApp Business Account you shared, reads its phone number, and subscribes it to incoming messages.
- The number now appears under Connected Numbers, where you can activate, deactivate or disconnect it.
Step 3: Test it from your own phone
Message the connected number from a personal WhatsApp account and check:
- The reply arrives within a few seconds
- The answer matches what the website chat says for the same question
- Replies are short enough to read comfortably on a phone
- Off-topic or sensitive questions get a polite redirect
Then open Chats in Elk. WhatsApp conversations show up there alongside your other channels, so you can review them the same way.
Step 4: Set up human handoff
The AI won't solve everything, and customers on WhatsApp tend to expect a quick human response when it can't. Pick at least one handoff path from Plugins:
- Zendesk Ticket or Intercom Ticket: the agent creates a ticket with the customer's details and the conversation context, and your team picks it up in the helpdesk they already use
- Slack Notify: the agent posts a summary and a link to the chat in a Slack channel when a topic like "refund", "complaint" or "wholesale" comes up
- Custom Action: call your own system, for example to look up an order or open an internal case
Tell the agent when to use these in the system prompt, for example: "If the customer asks for a refund or is unhappy after two replies, create a Zendesk ticket and tell them the team will reply within one business day."
The 24-hour rule and what it costs
WhatsApp has a rule that catches many businesses out. When a customer messages you, a 24-hour customer service window opens. Inside that window you can send any normal reply. Once 24 hours pass since the customer's last message, you can only send pre-approved template messages.
Since July 1, 2025, Meta charges per message:

Rates vary by country. For support, this works in your favor: an AI agent replies within seconds, so nearly all of its messages land inside the free window. Your AI platform's message credits are billed separately. In Elk, each AI reply uses chat credits based on the model you pick.
What's allowed: Meta's AI policy
In October 2025 Meta updated the WhatsApp Business terms so that, from January 15, 2026, companies can't offer general-purpose AI assistants (ChatGPT-style bots) over the Business Platform. Meta said publicly that businesses using AI to serve their own customers aren't affected. That covers answering product questions, order help, bookings and support triage (TechCrunch coverage).
Practical rule: keep your agent focused on your business. A system prompt that declines unrelated requests ("I can help with questions about [Company]'s products and orders") is good for customers and keeps you inside the policy.
Current limitations to know
- Text messages only. Elk's WhatsApp integration currently replies to text. Images, voice notes and documents aren't processed, so give customers another way to send those.
- Replies only, no broadcasts. The agent responds to incoming messages. It doesn't send marketing or template campaigns.
- One number per connection. Each connected number maps to one agent. Use separate agents if you run separate brands.
Tips for better WhatsApp support
- Start with a greeting that sets expectations: "Hi, I'm [Company]'s assistant. I can help with orders, delivery and returns. Type 'agent' anytime to reach our team."
- Put your WhatsApp number where people already look: your contact page, order confirmation emails and packaging.
- Review WhatsApp chats separately for the first two weeks. Phone questions are often phrased differently from website questions, so add Q&A entries for anything the agent misses.
- Keep the agent's knowledge current. Delivery cutoffs, holiday hours and stock change often.
Frequently asked questions
Can I use the regular WhatsApp Business app with an AI agent?
No. AI agents connect through the WhatsApp Business Platform (Cloud API), not the WhatsApp Business mobile app. You need a Meta business account and a phone number registered on the platform. A number that is currently used in the WhatsApp or WhatsApp Business app generally has to be moved to the platform first.
Does it cost money to reply to customers on WhatsApp?
Under Meta's per-message pricing, replies sent inside the 24-hour customer service window are free non-template messages. You are charged when you send template messages, for example marketing messages or messages sent after the window closes. Your AI platform's own message credits are separate.
Is it allowed to run an AI chatbot on WhatsApp?
Yes, for business use. Since January 15, 2026, Meta's terms bar general-purpose AI assistants from being offered over the WhatsApp Business Platform, but businesses using AI to support their own customers, such as answering questions, order help and bookings, remain allowed.
Can the AI agent reply to images or voice notes on WhatsApp?
